New York Alleges TikTok Served Placebo Safety Features to Teens
Newly unsealed allegations in New York's legal action accuse TikTok of running experiments that provided non-functional placebo versions of safety features to thousands of users, including children and teenagers.

New Allegations in State Lawsuit
Newly unsealed allegations from an updated version of a legal filing by New York state accuse TikTok of providing thousands of users—including children and teenagers—with non-functional placebo safety features during platform experiments. According to details covered by Reuters, users who opted to use safety controls like “Algo Refresh” were unknowingly served a ghost version of the tool.
The lawsuit forms part of a broader legal campaign involving more than two dozen states that accuse the social media giant of designing its platform to encourage addictive use among young people while misleading users about safety safeguards. The specific details surrounding the placebo features came to light following a judge's order to unseal portions of the case.
How the Placebo Experiment Operated
Tools such as Algo Refresh are designed to offer an option to reset your algorithm so that users can stop seeing unwanted or potentially harmful content on their feeds. However, the lawsuit alleges that participants in the test group experienced no changes to their content recommendations, even though they believed they had successfully activated the safety feature.
In contrast, users outside of the experiment who had access to the fully functioning version of the tool saw their recommendation feeds alter as expected. The filing further claims that TikTok presented Algo Refresh to users as a permanent reset rather than a temporary modification.

Internal Concerns and Prior Testing
The legal documents also reveal that internal resistance surfaced while the experiments were underway. A product manager for Digital Well Being at TikTok reportedly raised concerns about the testing approach internally, noting that a placebo group directly conflicted with platform transparency and user control.
The newly revealed placebo claims follow other investigative reports concerning platform experiments. As previously highlighted by Bloomberg, another separate test involved withholding algorithmic safety updates from millions of U.S. users.
TikTok Response
In a statement responding to the allegations, TikTok spokesperson Nathaniel Brown defended the company's testing procedures. He stated that the platform continuously makes improvements, which means it regularly tests new products and features to validate user experiences and understand how they function in real-world conditions.
The ongoing litigation continues to scrutinize the methods social media platforms employ when testing algorithm adjustments, particularly regarding features aimed at minors and youth online safety.
