One hundred days ago, Mozilla released the Over The Edge 2.0 report, the second independent assessment from deceptive design experts Dr. Harry Brignull and Cennydd Bowles, focusing on how Windows, Edge, Bing, and Copilot steer people away from their chosen browser. The findings and the underlying evidence were published for public analysis through the official [report] and [evidence] channels.

Browsers represent a powerful tool and serve as a key distribution layer for artificial intelligence tools and services while managing crucial privacy and security functionalities. According to Mozilla, steering users toward a single proprietary browser shapes which AI services reach consumers and determines the associated protections. Following the publication, Mozilla shared the document with Microsoft to discuss the highlighted issues, hoping independent evidence of harmful design practices would inspire better user experiences.

Legal Compliance Versus User Choice

Instead of immediate internal reform, it became apparent that Microsoft respects user choices only when legally forced to do so. Operating on more than a billion machines, Microsoft's benchmark for user choice appears to be strict legal compliance rather than technical feasibility, user best interests, or its own published guidelines.

A more equitable version of Windows already exists within the European Economic Area, driven by the Digital Markets Act. However, users in the United States, India, the United Kingdom, and many other global locations experience reduced freedom to choose their preferred software.

Persistent Design Tactics Outside the EEA

One hundred days after the report's release, users outside the European Economic Area continue to encounter multiple hurdles when trying to set alternative defaults. Setup messages on Windows 10 use tricky phrasing to pull users away from their selected default browser, while Windows Search and Widgets bypass default browser settings to open links directly in Edge.

Furthermore, Windows frequently retains Edge as the default handler for common file types such as PDFs and SVG images even after another browser has been assigned. Edge also remains pre-pinned to the taskbar, which appears to contradict internal application pinning principles.

Emerging Surfaces and AI Integration

The latest patterns show that Microsoft is leveraging newer platforms, including Copilot and Windows 11 migration tools, to further restrict user autonomy. Microsoft's AI assistant, Copilot, opens web links in an integrated side-panel rather than the user's chosen browser across all tested regions, including Europe.

Additionally, Windows Backup—the utility guiding users through migrations to Windows 11—silently attempts to reassign Edge as the default browser during PC restoration while failing to properly migrate the user's preferred alternative.

Mozilla Calls for Global Accountability

Mozilla's core demands remain straightforward: all Windows users should receive the fairer designs currently live in the EEA regardless of location, and remaining harmful design practices must be eliminated entirely. This entails honoring browser choices across Windows Search, Widgets, Copilot, and Windows Backup restoration, alongside applying internal app pinning principles directly to Edge.

Over the past 100 days, public pressure has increased while findings have been presented directly to regulators and policymakers globally. With the Digital Markets Act serving as a proven catalyst in Europe, advocates hope that regulatory authorities in the United States, the United Kingdom, India, and Brazil will take similar action to protect user choice.
