Cloudflare Launches Pay Per Use Beta for AI Content Monetization
Cloudflare has launched the beta version of Pay Per Use, a new system designed to help publishers monetize their content when it is utilized by AI products and search engines.

Addressing the AI Revenue Gap for Publishers
As AI answer engines read web pages and deliver summaries directly to readers, traditional visits and their associated revenue often vanish. Because most publishers will never sign individual licensing deals with every AI company, and because negotiating with millions of separate websites is impractical, the web has lacked a scalable way to say yes to paid inclusion. To help bridge this gap, Cloudflare announced that Pay Per Use is now in beta.
The framework allows buyers to propose a price for specific uses of content, giving publishers the choice to accept or decline. Rather than charging for every basic crawl—which forces buyers to pay before knowing what data they need—the system ties pricing directly to the value the buyer actually receives from the content.

How the Pay Per Use Model Operates
Under the new program, AI companies define the specific use cases they are willing to pay for and establish their own prices. Publishers review these offers in the Cloudflare dashboard, retaining full control over crawler access and downstream uses. Content can ultimately power various experiences, ranging from a cited answer in AI search or a quoted passage in a research agent's report to a product review weighed by a shopping agent.
Buyers connect through a single API and identify their crawling activity using Verified bots. This eliminates the need for thousands of individual integrations or complex bilateral contracts, streamlining commercial arrangements across the ecosystem.

Reporting, Billing, and Earnings Tracking
Once an offer is accepted, the buyer fetches a list of participating domains and reports each content use via a single line of JSON containing the event timestamp, source URL, and event ID. Cloudflare then aggregates these reported uses, bills the buyer, and processes monthly payouts to publishers through connected payment accounts.
Publishers can monitor how frequently their content is utilized and view their earnings over time inside the Cloudflare dashboard. While tools like Business Insights already show which crawlers visit a site and what they take, Pay Per Use reveals what happens next by highlighting actual usage frequency and generated revenue.

Connecting Discovery, Use, and Commercial Value
Cloudflare notes that the system works alongside other platform offerings to provide a comprehensive view of content performance. While Answer Engine Optimization tools show how assistants answer questions about published work, Pay Per Use tracks what buyers report utilizing and the corresponding financial return.
During the ongoing beta phase, Cloudflare is working directly with participating buyers and opt-in publishers to evaluate the program's practicality at scale. The company aims to ensure that content can continue reaching new audiences while generating sustainable revenue as part of the broader agentic web.
